As regards 53999, I read the despatch as
meaning that the only people who will be
known as Crown Counsel and Assistant Crown
Solicitors will be the people who are in the
office of the Attorney General and the Crown
Solicitor respectively, and that all other
posts are "specific posts" If that is
correct, it meets our points, and perhaps, if
you agree, the latter part of this draft
might be put into that form.

I feel in some doubt whether any despatch is
necessary at all, particularly as Sir G.Bushe
feels satisfied about the establishment
position,and it might be sufficient simply
to proceed to appoint a Crown Counsel who
might have to act as magistrate.

As regards the resulting vacancy, I note
that paras.6 and 7 of the aper of
particulars contain a lot of old stuff, of
which I thought we had got rid for ever,
about engagements and agreements. We must
try once more to get Hong Kong straight on the question of probationary appointments.
